How to Apply for Maryland EBT
Applying for Maryland EBT (SNAP) benefits is a straightforward process that can be completed online, by mail, or in person. Most decisions are made within 30 days, and emergency applications can be processed in as little as 7 days.
Step 1: Gather Required Documents
Before you start your application, collect the following:
- Identification: Driver's license, state ID, passport, or birth certificate for each household member
- Social Security numbers for everyone applying
- Proof of income: Recent pay stubs, employer statements, unemployment benefits, Social Security, child support, or self-employment records
- Proof of residency: Utility bill, lease agreement, or mortgage statement
- Housing costs: Rent receipts, mortgage statement, property tax bill
- Utility bills: Heating, electric, water, phone
- Childcare expenses if applicable
- Medical expenses for elderly (60+) or disabled members
Step 2: Submit Your Application
Apply Online (Fastest)
Visit benefits.maryland.gov to complete the Maryland Combined Application. The online portal lets you save your progress and upload documents directly.
Apply by Mail
Download the application from the Maryland DHS website, complete it, and mail or drop it off at your local Department of Social Services (DSS).
Apply In Person
Visit your local DSS office. Staff can help you complete the application and answer questions on the spot.
Step 3: Complete Your Interview
After submitting your application, a caseworker will contact you to schedule an interview — usually by phone. The interview takes about 30 minutes and verifies the information on your application. Have your documents ready.
Step 4: Wait for the Decision
Maryland DHS will review your application and notify you in writing within 30 days. Households with very low income and resources may qualify for expedited service — a decision within 7 days.
Step 5: Receive Your EBT Card
If approved, you'll receive your EBT card by mail within 7–10 business days, along with instructions on how to activate it and choose a PIN. Benefits are loaded onto the card monthly based on your case number.
Recertification
SNAP benefits must be recertified periodically — typically every 6 or 12 months. You'll receive a notice in the mail when it's time to renew.
